Preheat oven to 350°F (180°C).
Blend corn, milk, basil, sugar, salt, and pepper until smooth.
Melt butter in a skillet. Cook onions and garlic until soft.
Add ground beef to skillet. Cook until browned. Season with cumin, paprika, oregano, salt, and pepper.
Stir in olives and raisins. Cook for 5 minutes.
Spread beef mixture in a 9x13-inch baking dish. Arrange sliced eggs on top.
Pour corn mixture over beef and eggs.
Bake for 45 minutes, or until golden brown and set.
Optionally, sprinkle with powdered sugar before serving.
